North Korea abruptly proposed high-level talks with U.S.

"We propose high-level talks between the U.S. and North Korea to ensure peace and stability in the region and reduce tensions on the Korean peninsula," the Council's powerful military that North Korea declared on It Korean Central News Agency (KCNA).
